Congress Approves Short-Term Funding Deal for Government and Flood Program
On Nov. 12, Congress passed and President Trump signed a short-term continuing resolution to end the longest government shutdown in U.S. history, funding operations through Jan. 30, 2026. The measure also extends the National Flood Insurance Program (NFIP) through the same date, allowing it to resume new applications after a pause that created a significant backlog. Federal agencies, including the Department of Housing and Urban Development, are now working to restart housing-related programs and rehire thousands of furloughed employees.
The National Association of Home Builders (NAHB) played a key role in urging Congress to pass the bill, warning that the NFIP lapse was delaying home sales and insurance renewals for properties in flood-prone areas. NAHB Chairman Buddy Hughes emphasized the importance of stable funding for flood insurance and housing programs. The association continues to advocate for a long-term NFIP reauthorization to ensure greater certainty for homeowners and builders beyond temporary budget extensions.
