Office to Residential Conversion Program

Boston’s Office to Residential Conversion Program, originally launched in October 2023, has been highly successful, prompting an extension through 2026. The initiative has already received 22 applications to convert 1.2 million square feet of office space across 27 buildings into 1,517 new homes, including 284 income-restricted units, surpassing initial expectations. Several projects are under construction or completed, with a streamlined review process allowing approvals in just six months. The updated zoning and coordinated city and state efforts have made permitting faster and more efficient, encouraging developers to transform underused office buildings into vibrant residential spaces in Downtown Boston.

The program provides financial incentives, including a 75% tax abatement for 29 years and aims to increase housing supply while stabilizing the downtown office market. Developers and community stakeholders praise the program for creating mixed-use neighborhoods, supporting local businesses and offering workforce and student housing. With the extended application period running through December 2026, the city anticipates attracting more projects, revitalizing historic buildings and fostering a more active, livable downtown, combining economic recovery with long-term housing growth.
