New CEQA Reform Draws Wait-and-See Response from CBIA
California’s newly passed AB 130 brings major changes to housing policy, including a CEQA exemption for infill residential and mixed-use projects under 85 feet without prevailing wage requirements and a six-year pause on most building code changes. It also extends SB 330 permanently, which curbs local government restrictions on housing. However, the California Building Industry Association (CBIA) strongly opposes a controversial VMT mitigation banking provision that it says could add up to $320,000 per home, pushing for revisions.
